Until he retired in 2013, Paul Wheeler was involved in the provision of community services through not-for-profit organizations for 39 years. A key focus for Paul is providing person-centred, unique solutions to the desires and challenges brought by individuals and organizations. This focus led Paul to become a mentor trainer in Person Centred Practices.

This focus led Paul to become a mentor trainer in Person Centred Practices.
Due to his commitment to Person Centred Practices, a key focus is ensuring benefits provided to community service employees are the best possible while the cost to employers remains sustainable. This commitment led Paul, along with colleagues, to form the Community Services Benefits Trust (CSBT). CSBT exists to ensure comprehensive health and welfare benefits are available to community service organizations at a cost justified by the value provided. Organized in British Columbia in 2002, CSBT now delivers its products across Canada through a network of trained insurance brokers. CSBT, a not-for-profit trust, functions with very low overhead since it operates through a volunteer Board governing the efforts of its Plan Administrator, GroupHEALTH Benefits Solutions. The Trust now provides cost-effective and comprehensive employee benefit packages to over 1900 organizations with over 46,000 employees. It manages more than $182,000,000 in premiums per year.
As chair of the volunteer Board of CSBT, Paul is concerned that the Trustees deliver quality governance. To this end the Board:
- Governs through the Policy Governance model to ensure clarity of policies and sound monitoring of the work performed by the administrator; and
- Chooses the International Foundation of Employee Benefit Plans (IFEBP) to train its members. Board policy stipulates that all members must hold a certificate in Advanced Trustee Management Standards in Group Benefits Management and attend ongoing regular training.
